Wellington had a week-long trial with the Gunners in December, and suitably impressed Wenger enough on the training ground to convince the Frenchman that he was worthy of a permanent deal.
The forward is quoted by Setanta as saying. "I am going to make a decision regarding my future in the next few weeks and what I want to do is play in Europe."
The 16-year-old has also been linked with a switch to historical European heavyweights Real Madrid, but could opt to move to the Ashburton Grove outfit, after already acclimatising to English football, despite his temporary stay.
During one youth match, Wellington - at 15 - struck four goals against a Norwich City side in just 45 minutes of action.
Fluminense are yet to comment on the situation, although the player is believed to be stalling on a new contract with the Brazilian outfit.
Wellington could join fellow countrymen Denilson and Pedro Botelho at Arsenal by the end of the summer.
